Scores and rankings
How votes become settlement scores.
Scores are weighted averages based on category votes. Members can vote once per settlement and category; changing a vote updates the existing rating instead of creating a duplicate. To prevent score-flipping, votes can only be changed again after the cooldown period has passed. Settlement pages show the overall score and, when enough data is available, the category scores as well.
